Colonial Boomerang
Eyal Weizman voorspelt (in de bijlage van de LARB) dat de nieuwe corona-app gaat berusten op pattern recognition.
Hij schrijft:
"This form of computation is oriented both backward and forward in time. The control apparatus thus merges surveillance - of actions we have done and places we have visited - with modelling - a mathematical description of possible futures. It is a cartography of not only where we have been and who we have been near, but where we might go in the future and who with, expanding at every juncture. "
In de alinea die volgt geeft Weizman ook mooi de temporaliteit van dit model weer. Het is niet zozeer een toekomend voltooide tijd, maar het gaat om een toekomstig verleden dat nooit heeft plaatsgevonden:
"The computation of our past habits, combined with predictions of our response to the evolving situations constitutes our collective and personal risk landscape. This form of surveillance aims at understanding and preempting the event of contagion that will have happened in the future."
Dit is, natuurlijk, de tijdszone van de slechte SF, van Back to the Future: terugkeren naar het verleden om te voorkomen dat de toekomst plaatsvindt (of zoiets).
Weizman concludeert, terecht, dat in de modellen het virus gekoppeld wordt aan andere complexe systemen.
Hij schrijft:
"The virus makes visible a viral-human-algorithmic environment. Or we can say that the pandemic is, to a certain extent, an information system that is both physical and algorithmic."
Pattern Recognition is militair van oorsprong:
"Such modes of pattern analysis were pioneered within the context of military targeting, notably in 'signature' drone strikes. These were based upon predictive pattern recognition of people suspected by the CI of position an imminent risk... these people were not executed (extra juridical) for what they had done but for what they might of will have done in the future. "
"So what was already experimented upon on the frontiers of the war on terror, in these 'exceptional zones' is now emerging in the context of the exception brought on by the pandemic. The frontier-lands have thus arrived home.... "
"The process is reminiscent of what Hannah Arendt calls 'colonial boomerang' in which the frontier-land conditions and experiments are brought home."
